) Implementing European Court of Human Rights judgments Strasbourg, 08.06.2022 – The Council of Europe’s Committee of Ministers is holding its quarterly meeting to oversee the execution of judgments and decisions from the European Court of Human Rights in Strasbourg from 8 to 10 June. Cases proposed for detailed examination concern Azerbaijan, Belgium, Bosnia and Herzegovina, Bulgaria, Greece, Hungary, Italy, Lithuania, the Republic of Moldova, the Netherlands, Poland, Romania, the Russian Federation, the Slovak Republic, Spain and Türkiye. Decisions taken by the Committee of Ministers during the meeting will be published on the Council of Europe website after the meeting has ended. Under Article 46 of the European Convention on Human Rights, judgments from the European Court of Human Rights are binding on the states concerned. The Committee of Ministers oversees the execution of judgments on the basis of information provided by national authorities, applicants, NGOs, National Human Rights Institutions (NHRIs) and other interested parties. Note Following its exclusion from the Council of Europe on 16 March 2022, the Russian Federation shall cease to be a High Contracting Party to the European Convention on Human Rights on 16 September 2022. As stated in its Resolution of 23 March 2022, the Committee of Ministers will continue to supervise the execution of the judgments and friendly settlements concerned and the Russian Federation is required to implement them. The Russian Federation is to continue to participate in the meetings of the Committee of Ministers when the latter supervises the execution of judgments with a view to providing and receiving information concerning the judgments where it is the respondent or applicant State, without the right to participate in the adoption of decisions by the Committee nor to vote. Les affaires proposées pour un examen détaillé concernent l’Azerbaïdjan, la Belgique, la Bosnie-Herzégovine, la Bulgarie, l’Espagne, la Grèce, la Hongrie, l’Italie, la Lituanie, la République de Moldova, les Pays-Bas, la Pologne, la Roumanie, la Fédération de Russie, la République Slovaque et la Türkiye. Les décisions adoptées par le Comité des Ministres au cours de la réunion seront publiées sur le site web du Conseil de l’Europe après la fin de la réunion. En vertu de l’article 46 de la Convention européenne des droits de l’homme, les États Parties s’engagent à se conformer aux arrêts de la Cour européenne des droits de l’homme. Pour surveiller l’exécution des arrêts, le Comité des Ministres s’appuie sur les informations fournies par les autorités nationales, les requérants, les organisations non gouvernementales, les institutions nationales des droits de l’homme (INDH) et les autres parties intéressées. Remarque  À la suite de son exclusion du Conseil de l’Europe le 16 mars 2022, la Fédération de Russie cessera d’être Haute Partie contractante à la Convention européenne des droits de l’homme à compter du 16 septembre 2022.  Comme stipulé dans sa Résolution du 23 mars 2022, le Comité des Ministres continuera à surveiller l'exécution des arrêts et des règlements amiables concernés et la Fédération de Russie est tenue de les mettre en œuvre. La Fédération de Russie continuera à participer aux réunions du Comité des Ministres lorsque celui-ci surveille l’exécution des arrêts en vue de fournir et de recevoir des informations concernant les arrêts où elle est l'État défendeur ou requérant, sans droit de participer à l'adoption des décisions du Comité ni droit de vote.
